As it describes, it draws on contributions by Stafford Beer, Barry Clemson and others. It is naturally not a definitive glossary — e.g. it is designed for a particular purpose, business management — but it contains much that is important, fascinating and most of all helpful also in other contexts.
Over time it will be useful to develop a general glossary for cybernetics, to enrich an authoritative set of significant concepts. I have been working on one myself for some years and I imagine others have too. This would be a useful project.
